Horizon City grew fast, and most of its housing stock is recent. A concrete slab poured on a graded pad keeps moving for years while the fill beneath it consolidates and the concrete finishes curing, so a five-year-old house can crack tile just as readily as a fifty-year-old one, sometimes more.
The answer in a new subdivision is the same as everywhere else in El Paso, just less obvious: assess the slab, level it, and put a crack-isolation membrane under rigid material.

Homeowners in new subdivisions are often told that a new slab is a non-issue. In practice, young slabs are the ones we see crack tile soonest, because the pad underneath has not finished consolidating and the builder schedule rarely leaves time for it to.
The other Horizon City pattern is builder-grade flooring reaching the end of its life early. A thin plank or a basic carpet chosen to hit a build price often needs replacing well before a homeowner expects to be doing it.
The good news is that these are the easiest jobs to plan. Layouts are square, slabs are flat, and quantities come out clean, so the estimate is usually straightforward and the install fast.
New does not mean stable. Crack isolation under tile is the cheapest insurance in a new subdivision.

It is common. Builder-grade plank and carpet are chosen to hit a construction price, not a twenty-year life. Replacing it with a thicker wear layer usually costs less over time than doing it twice.
